International human rights law lays down obligations which States are bound to respect. By becoming events to international treaties, States assume obligations and duties beneath worldwide law to respect, to guard and to fulfil human rights. The obligation to respect means that States should refrain from interfering with or curbing the enjoyment of human rights. The obligation to guard requires States to protect individuals and groups towards human rights abuses. The obligation to fulfil means that States should take optimistic action to facilitate the enjoyment of primary human rights.
